Experts in law, economics, subsoil use, ecology, representatives of the Ministry of natural resourses of Russian Federation gathered for th toundtable.
Presentation of the international collective monograph "Rule of Law as the Economic Factor"
Presentaion of the Center's international collective monograph "Rule of Law as the Economic Factor" will take place on February 12, 2013. This book continues the series of studies started by the collective monograph «Rule of Law and Russia. Issues of Implementation, Enforcement and Practice» (2009). Authors study the phenomena of rule of law and its fundamental importance for the improvement of the health of a society and the successful economic development of the society.
Roundtable "Criminal Policy's Impact on the Economics" took place in the framework of the XIII April International Conference on Economic and Social Development in Higher School of Economics on April 4, 2012. Center's experts together with invited lawyers and economists discussed the growing pressure on Russian law enforcement bodies on business, intensification of legislation in economic sphere repressive functions. In Russia every sixth businessmen is prosecuted and this influences on the speed of economic development, but one cannot change this practice if practicing lawyers inside the law enforcement system and State officials would not be interested in the reform.
Roundtable “Rule of Law as defining factor of Economics” took place in the Institute of Contemporary Development” on January 31, 2012. The gathered lawyers, legal scholars and economists discussed new legal reality occurred in Russia, when the law cannot exist being separated from the economics. Society’s evolutional development must define the rule of law, and one of the main questions became the question about elite – or its’ part – of the modern Russia that shall formulate the public request on rule of law in economic sphere.
Symposium «Criminal Policy and Business»
Symposium “Criminal Policy and Business” was help in Higher School of Economics on December 8m 2011. Today criminal prosecution became the instrument of pressure on business from the side of law enforcement bodies and power, and quality of modern criminal legislation allows loosely interpreted articles on which the businessmen prosecuted. Experts who spoke at the Symposium stated on the long overdue humanization of the criminal legislation in economic sphere and the need on amnesty for businessmen as on the basic tasks of strengthening of national security.

Group of Center's experts on Parliament hearings
Parliament hearing "On the main direction of improvement of the criminal legislation of Russian Federation" attended by a group of Center’s experts took place on October 17, 2011. Such amendments to the legislation as implementation of forced labor, need of act’s decriminalization that do not pose a public danger being discussed at the hearings.

The regular session of the academic seminar headed by Mr. E. Yassin “Economy’s Policy in Transformation Period” took place in Higher School of Economics on June 29, 2011. The sessions’ theme was “ Business in the Courtroom. Money. Power. Law”. Head of Research of the Center for Legal and Economic Studies Mrs. E. Novikova made a presentation and proposed a “roadmap” of work on criminal legislation in economic sphere humanization and on arranging the dialogue between business and the power.
Group of experts of Center for Legal and Economic Studies held an extended meeting on June 14, 2011 where they reconciled the Analytical Note on documents presented by Russian President to the State Duma.
Press conference “Amnesty for economic crimes: pro et contra” took place at the agency “RIA novosti” on June 02, 2011. A number of State Duma deputies initiated the draft law considering implementation of amnesty to people convicted for economic crimes in May, 2011. Its main peculiarity is that criminals convicted for economic crimes not serving a prison sentence compensate the financial losses of the State and pay penalties imposed by the judicial authorities. The press conference participants spoke about potential pros et contras of such law, among them Mr. Subbotin M.A., General Director of the Center, Mrs. Novikova E.N., Head of research of the Center, Mr. Fedotov A.G., Chief Expert of the Center.

International Seminar "Combating Corruption: Legislative Innovations in Russian and Foreign Law"

Russian Presidential Academy of National Economy and Public Administration in collaboration with the Institute of Contemporary Development (INSOR) and Center for Legal and Economic Studies held and international seminar “Combating Corruption: Legislative Innovations in Russian and Foreign Law” on May 31, 2011. Changes in European and Russian legislation on fight with corruption and particularly the Swiss law on possibility to freeze non-resident’s accounts of those suspected of corruption discussed at the seminar.
Roundtable “Criminal Policy’s Modernization” attended by representatives of Presidential Administration, Parliament members, politicians, businessmen, lawyers and economists took place in business center “Alexander House” on May 25, 2011. Main topic – the need of amnesty to entrepreneurs that shall be coincided with the 20th anniversary of the independence of Russia. Also the questions of criminal prosecution of the businessmen, deterioration of the investment climate and necessity to soften the States’ criminal policy in economic sphere were discussed.
Roundtable “Modernization of criminal policy in economic sphere: prospective of reducing the power game on business” that was prepared by Russian Union of Industrialists and Entrepreneurs together with INSOR, Center for Legal and Economic Studies and Presidential Council on Civil Society development and Human Rights took place on April 18, 2011. The gathered lawyers, economists and State Duma members discussed the possibility of amending the legislation for the real reduction of power game with business.
Roundtable in State Duma: «Directions on the Criminal Legislation in Economic Sphere Modernization»
State Duma Committee on civil, criminal, arbitration and procedural legislation help roundtable “Directions of the Criminal Legislation in Economic Sphere Modernization” on February 09, 2011. Richard Thornburgh United States Attorney General (retired), Center’s experts Vladimir Radchenko, Mikhail Subbotin, Andrey Fedotov and Parliament members – heads of the leading State Duma committees involving in law drafting work took part in the roundtable. The discussion was about the criminal prosecution of businessmen, the adverse investment climate and necessity to amend the Criminal Core.
Hearings on the Concept of criminal policy in economic sphere modernization took place in the State Duma
State Duma Committee on civil, criminal, arbitration and procedural legislation held the hearings “On the Concept of criminal policy in economic sphere modernization”, where Lecs-cneter’s experts took part on September 16, 2010. They agreed in State Duma on the need of further humanization of the criminal legislation in economic sphere and also with the fact, that the Concept proposed by Lecs-Center is not an unimportant condition of the legal state and civil society.

RUIE in general approved the Concept of criminal policy in economic sphere modernization, presented by Lecs-Center on the common meeting on September 13, 2010.
London School of Economics and Political Science in the framework of Russian Business Week 2010 arranged presentation of collective monograph «Rule of Law in Russia: Issues of Implementation, Enforcement and Practice» in Russian and in English on March 20, 2010. Centers’ experts Mrs. Morshchakova, Mr. Sahlas, Mrs. Novikova, Mr. Fedotov, Mr. Grigoriev took part in the presentation.
