2011 -2014 – Director of Center for Legal and Economic Studies of the Expert Institute of National Research University Higher School of Economics, head of the Roundtable project “Rule of Law as Defining Factor of Russia’s Economic Development”, PhD (Law) - http://www.lecs-center.org/index.php?option=com_content&view=article&id=63&Itemid=30&lang=en This  activity  as well  as  the functioning of this Center in Russia was ceased by the Russian authorities  within  so called “experts sub case”  against  well-known  experts   as a part  the UKOS case.
 
2010 - 2011 – Head of Research of Autonomous noncommercial organization “Center for Legal and Economic Studies”;
 
2008 – 2010 – Head of the Expert project Roundtable “Rule of Law in Russia: Issues of Implementation, Enforcement and Practice” and organizer of the project “Concept of Russian Criminal Code in Economic Sphere Modernization”.
 
1999-2008 - Independent legal consultant for the leading international oil and raw materials companies, mainly in the field as environment law and subsoil use law in Russia and Kazakhstan (ExxonMobil Development Company (Moscow), Nornickel, Glencore (Kazzinc), Tengizchevroil (Kazakhstan) and others. 
Member of the Dissertation Council of the Moscow State University Law Department for doctoral theses. 
 
2000 – 2007 – leading researcher of the Center for ecological and legal research of the Institute of State and Law of Russian Academy of Science. Fields of research: reforming  of the mining law, legal aspects of oil extracting, use of natural resources, evaluation of responsibilities and ecological risks in the mainframe of ecological and legal audit, etc. Expert of a number of commissions of State ecological Expertise of projects related to the use of subsoil (Sakhalin production sharing agreement projects, projects of the Caspian see, etc.), developer of recommendations on the mechanism of coordinated use of subsoil and environmental safety of the international water reservoirs of the Caspian and Barents seas. 
 
2002 – 2003 – Head of the work group on preparation of authors draft law of Russian Federation “On subsoil”, based on the contractual relations in the use of subsoil for the Ministry of Economic Development of Russian Federation in the framework of Mr. D. Kozakh commission. 
 
1998 – 1999 – Doctorate of the Institute of State and Law of Russian Academy of Science, doctoral thesis focused on the codification of ecological and natural resources legislation problems. 
 
1994 – 1997 – Legal Coordinator of the World Bank Project “The Development of Legal Framework  of the Republic of Kazakhstan” for the  Government and Ministry of Justice of Republic of Kazakhstan. Head and participant of working groups for over 40 draft laws, acceptance of which promoted the transfer for the market model and legal provision of the judicial reform, including Laws, Codes and Decrees of the President of Republic of Kazakhstan having the power of law: “On licensing”, “On privatization”, “On land”, “On subsoil and use of subsoil”, “On normative legal acts”, 11th chapter of the Criminal Code of Republic of Kazakhstan on ecological crimes, “On ecological expertise”, “ On real estate right’s state registration”, “On bankruptcy”, “On concessions”, “On external borrowing”, “On protection of nature”, “On advocacy”, “On notariat”, the Civil Code of Practice, the Criminal Code of Practice and a number of other normative legal acts. 
 
1995 – 1997 – Representative of the legal member of financial international consultants’ consortium for the Government of Republic of Kazakhstan on privatization and transfer for concession of major state property sites.
 
1993 – 1997 – Supervising Partner of the Kazakhstan office of US law firm “Pepper Hamilton & Sheets”. 
 
1989 – 1993 – Tutor of special courses on Civil, Roman, Ecological laws; independent legal practice, participation in law drafting work for committees of the Higher Council and Government of Republic of Kazakhstan.
 
1995 – 1989 – Post-graduate of the legal department of Moscow State University, Candidate's dissertation “Legal forms of environment’s redness”.

Over 50 scientific publications including 2 monographs and 2 collective monographs.
 
Mrs. Novikova was awarded the Certificate of Honor of the Government of Russian Federation for participation in development of the Governmental program “Strategy-2020” in 2012.

On the project
